Defense selects 12 net-centric pilot projects

The Defense Department has tapped 12 projects from 120 proposals for rapid development under the new Rapid Acquisition Incentive Net-Centricity program.

In announcing the DOD winners for fiscal 2004, Defense CIO John Stenbit said last week that the 12 pilots support the goal of remaking Defense as a net-centric department.

In all, the department plans to spend about $9 million on the pilots, which range from a virtual mission operations center to a tool for integrating contract, acquisition and financial data stored in legacy systems. The individual awards run from $375,000 to $1 million.

“These selected pilot projects will be required to demonstrate net-centric tenets, and adhere to cost, schedule and stated performance measurement plans,” Stenbit said in an Oct. 7 memo to service leaders.

Stenbit, assistant secretary of Defense for networks and information integration, said the pilots will provide opportunities for DOD agencies to accelerate net-centricity by using IT to field proven tools with enterprise scalability.

DOD kicked off the five-year RAI-NC initiative this summer. At the program’s launch, officials said DOD wanted to capitalize on the acquisition success of the Navy’s eBusiness Operations Office. Under the RAI-NC program, five to 20 proposals will be selected each year as pilots.

The winning proposals must have limited scope, cost and duration and must demonstrate the effectiveness of a technology, concept or process that will improve current DOD business processes, Stenbit said.
