Rock Regan resigns as Connecticut CIO

Rock Regan, who gained prominence in more than seven years as Connecticut’s CIO, has announced that he is resigning from state service, effective Aug. 1.

“I’ve had a pretty good run,” Regan wrote today in an e-mail to members of the National Association of State Information Resource Executives. Regan said his tenure of 85 months as CIO far exceeded the average tenure of 31 months for a state CIO.

In addition to holding a longevity record as CIO, Regan was NASCIO’s president from September 2001 to September 2002. During his tenure as CIO and director of Connecticut’s IT Department, Regan oversaw the Year 2000 rollover, the rescue of the state’s computer operations from a damaging flood and a last-minute decision in 1999 to torpedo a contract with EDS Corp. that would have outsourced the state’s IT operations (See GCN coverage).

In the e-mail, Regan said the resignation was due to the “change of administration.” Regan had been appointed as CIO by former Gov. John Rowland, who resigned last month amid a federal corruption investigation. M. Jodi Rell, who had been the lieutenant governor, has replaced Rowland.

Regan said the part of his job he will miss most is “working with the people in Connecticut government.”
