OMB creates single policy document for Web requirements

The Office of Management and Budget late last week issued 10 online marching orders that agencies must meet by the end of next year.

But of the 10, only one—the requirement for a search function on every public Web site or main entry point—is truly new to agencies. The rest are mandates drawn from existing laws and regulations such as the E-Government Act, the Paperwork Reduction Act and OMB Circular A-130.

In a memo to agency chiefs, deputy director for management Clay Johnson said the policies would promote a more citizen-centered government.

The other nine items require agencies to:
  • Maintain dissemination inventories and schedules, and to post that information online


  • Ensure information quality


  • Establish and enforce agencywide linking policies


  • Communicate with citizens and state and local governments to meet their information needs


  • Use .gov, .mil or .fed.us domains


  • Implement security controls so information cannot be tampered with or private data disclosed


  • Ensure private information is protected


  • Maintain accessibility for persons with disabilities


  • Manage electronic records.


“OMB expects prompt and orderly implementation of the policies,” Johnson noted.
