Defense gets new biometrics coordinator

Joseph Guzman has joined the Defense Department's Biometric Management Office to lead biometric policy implementation, strategic planning and stakeholder coordination.

Guzman comes from the Center for Naval Analyses Corp., where he worked as a senior economist. His assignment was made through the Intergovernmental Personnel Act Mobility Program, which allows personnel to move between qualified organizations.

"Working with our DOD and U.S. government partners, DOD Biometrics has taken significant steps to improve our use of biometric technologies, particularly in supporting U.S. efforts in the global war on terrorism," said BMO director John Woodward. "We continue to work this area as an urgent priority and welcome Dr. Guzman to our team. Dr. Guzman's expertise will help [BMO] advance our mission to bring biometrics closer to the warfighter."

Before the Center for Naval Analyses Corp., Guzman was an economist with Rand Corp. and served as an assistant professor at Georgetown University's McDonough School of Business. He holds a Ph.D. in economic analysis and policy from Stanford University.
